2024: A Year of Impact, Innovation, and Collaboration
for Manifest MedEx and California
Among the highlights this year, MX worked to:
Advance the CalHHS Data Exchange Framework (DxF) and California Advancing and Innovating Medi-Cal (CalAIM)
- Manifest MedEx launched the California ADT Network — a free, bi-directional electronic ADT notification exchange — to help organizations exchange ADT data in compliance with the DxF and substantially scale the sharing of ADT alerts across the state by removing cost barriers for DxF participants and enabling more ADT notifications to be shared between hospitals, skilled nursing facilities (SNFs), and qualified health information organizations (QHIOs) supporting their care teams who “subscribe” for alerts on their patients — and ultimately benefiting the patient. Sixty-five California hospitals participate on this network today.
- Manifest MedEx launched improved Individual Access Services (IAS) through a partnership with Selfiie, a secure patient identity verification and electronic records access service, to provide a simple and secure way for patients to download a copy of their MX longitudinal health records comprising data from providers, hospitals, health plans, and other health care organizations that share information for permitted purposes under HIPAA, as required by state or federal law, and as authorized.
- Manifest MedEx met milestones in the implementation of the DxF by securely exchanging permitted health data in real-time on behalf of DxF participants, including with other QHIOs, and began supporting the exchange of clinical data included in the United States Core Data for Interoperability Version 2 (USCDI V2) dataset, including more information about social drivers of health (SDOH), care team members, and sexual orientation and gender identity (SOGI) to further health equity and whole-person care.
- 24% of DxF participants who completed an entry in CDII's Participant Directory have selected Manifest MedEx as their QHIO of choice to send and receive HSSI, and 41% of completed entries identify MX as their method for sharing ADT events.
- Manifest MedEx began sharing Enhanced Care Management (ECM) enrollment information in MX Access from Health Plan of San Joaquin, Health Net, and Inland Empire Health Plan to support care coordination.
- As the largest nonprofit DxF QHIO and a member of national networks like eHealth Exchange, Manifest MedEx delivered 2.6M CCDAs in 2024 from outside the MX Network, including from some of California’s largest health systems, like Kaiser Permanente and CommonSpirit.
- Manifest MedEx went live with an adolescent immunization feed from the California Immunization Registry (CAIR), providing access to consistent and more comprehensive adolescent immunization information for physicians, clinicians, and care managers and helping them ensure their young patients are up to date with immunizations.
- MX began the journey of integrating social data from community-based organizations into its platform to enable non-clinical social support providers (e.g., community health workers) to electronically share data with broader care teams through MX based on Gravity Project specs.
- Manifest MedEx upgraded its FHIR-based data analytics and reporting platform, MX Analyze, with more robust analytics capabilities, customizable reports, and data services to help population health managers easily understand and manage the utilization and quality of care for attributed patients informed by data from across the MX network.
- Manifest MedEx participated in NCQA’s Digital Content Services Early Adopter Program to advance digitized quality measurement initiatives and help shape NCQA’s framework and approach to enable the practical and flexible use of digital quality measures across the full spectrum of value-based care use cases, including quality reporting for health plans.
- MX successfully piloted inbound and outbound integration with a large health plan to both receive and supply data via FHIR® for operations use cases.
- Thanks to our participants, public health officials, and health policy leaders who make health data exchange possible, today, we securely share more than 38M health records and deliver 1.9 million ADT notifications per month across a network of more than 2,600 healthcare providers, 140+ hospitals, and 17 health plans, including Aetna, Blue Shield of California, Anthem Blue Cross, Health Net, Health Plan of San Joaquin, and Inland Empire Health Plan.
- Manifest MedEx welcomed many new participants to our ever-growing network, including Ventura County Health Care Plan, Kern Family Health Care, La Salle Medical Association IPA, and Alameda Health System, totaling more than 9 new hospitals and 140 new practices across 500+ locations.
- Manifest MedEx’s systems and applications that support our notification and longitudinal patient record services—MX Notify and MX Access—have successfully met the requirements of HITRUST CSF® certification for the sixth consecutive year. This demonstrates the highest levels of security in the healthcare industry and places our nonprofit among the elite few QHIOs that have maintained this certification.

NCQA Validated Data from Manifest MedEx
Manifest MedEx has earned Validated Data Stream designation in the National Committee for Quality Assurance (NCQA) Data Aggregator Validation program since 2019.
Health plans and providers can leverage Manifest MedEx to enhance their HEDIS® reporting process by utilizing both validated data and HEDIS® data extracts from MX.
We are happy to share that we have validated an additional 339 sites, including Henry Mayo Newhall Memorial Hospital and Pioneers Memorial Healthcare District, to our existing two-year Data Aggregator Validation designation, which covers measure year (MY) 2023 and MY 2024. ICYMI: Exciting Upgrades to MX Notify!
The upgrades to MX Notify provide a new and modern user interface that delivers workflow efficiencies to MX Notify users, including:
- Enabling team collaboration by tracking notification status and user comments.
- Improved filtering, searching, and export capabilities.
- Smarter email notifications that ensure the user is seeing the most up to date information.
- An optimized design that will improve usability when accessed from mobile devices.
- Improved responsiveness and performance.

MX Monthly Product Trainings
Mark your calendars and join us for our monthly product training sessions, held on the second Friday of every month!
These sessions are designed to help MX users get the most from MX’s web portal and will focus on key functionality. Modules to be trained include MX Access, MX Notify, Admin Settings, and the Audit Report. Additional product updates for existing modules will be included as necessary.

Manifest MedEx's Chief Executive Officer, Erica Galvez, joined Bill Cioffi, Chief Information Officer of C10 Consulting, and Josh Longiaru, Information and Technology Department Director at United Services, Inc., on CHIME Opioid Action Center's podcast series, "Interoperability and HIE Series: Manifest MedEx. " In this episode, Erica highlights how Manifest MedEx is exchanging health data to support opioid treatment and mental health while protecting individual privacy and adhering to HIPAA standards.
