Every Californian, no matter where one lives within our state, should be able to walk into a doctor’s office, a county social services agency, or an emergency room, and be assured health and social services providers can access the information they need to provide safe, effective, whole-person care—while keeping our data private and secure. This is the purpose of the California’s Health and Human Services (CalHHS) Data Exchange Framework, the first-ever, required statewide data sharing agreement of its kind in California and key to achieving the state’s plans for transforming healthcare, expanding coverage, advancing equity, and improving connections between health and social services entities.
The CalHHS Data Exchange Framework (DxF) creates an unprecedented opportunity for California’s health and human service providers and entities to securely share and access the information needed to treat all California patients quickly, safely, and equitably.
Health plans and most health care providers in California must sign the Data Sharing Agreement on or before January 31, 2023, and begin sharing data with other participants in the following year.

As a CalHHS Qualified Health Information Organization (QHIO), we are committed to supporting all DxF participants — regardless of their location, technical capabilities, or resources —to achieve CalAIM and Data Exchange Framework (DxF) goals
We are honored to have participated in the CalHHS DxF Stakeholder Advisory Group, and to continue to participate on the Implementation Advisory Committee and Data Sharing Agreement and Policies & Procedures Subcommittee. We're proud to be one of the first organizations to sign the DSA.
