Manifest MedEx Selected to Participate in DHCS’ Authorization to Share Confidential Medi-Cal Information (ASCMI) Pilot
Manifest MedEx is pleased to announce that in collaboration with San Joaquin County, Health Plan of San Joaquin, and Health Net, we are one of three selected participants in the California Department of Healthcare Services (DHCS) Authorization to Share Confidential Medi-Cal Information (ASCMI) Form and consent management service pilot (collectively referred to as the “ASCMI Pilot”).
The ASCMI form is a voluntary universal release of information form designed to facilitate sharing health information with all service providers through a standardized consent process. It allows an individual to authorize organizations to share their health information when consent is required, which may include substance use disorder (SUD) data and sharing health information with non-HIPAA covered entities.
Manifest MedEx is responsible for developing an electronic consent management service for the ASCMI form, in collaboration with pilot partners and their select participating service providers.
“We are delighted to be selected by the state to pilot the ASCMI form and develop a consent management service,” said Erica Galvez, Chief Executive Officer, Manifest MedEx. “This is important work to ensure the success of CalAIM, which depends on seamless care coordination across physical health, behavioral health, and social service providers to support whole person care for Medi-Cal enrollees.”
DHCS solicited pilot participants ‒ specifically, health information exchanges (HIEs) and community information exchanges (CIEs) in partnership with counties, one or more managed care plans (MCPs), and providers ‒ through an RFI released in November 2022.
This pilot, scheduled to end in June, will identify operational complexities to inform a potential wider rollout of the ASCMI form in the future. The outcomes could have even broader implications nationally as other states look to facilitate more equitable, whole person care through greater interoperability with social service and health related social needs providers.
