In a recent webinar, Erica Galvez, Chief Executive Officer at Manifest MedEx, engaged in an insightful discussion with Adam Davis, MD, Physician Informaticist at Sutter Health; David Ford, CEO of the California Medical Association (CMA) Physician Services Organization and Vice President of Health Information Technology at the CMA; and Krishna Ramachandran, Senior Vice President of Health Transformation and Provider Adoption at Blue Shield of California. The conversation focused on the purpose and progress of the CalHHS Data Exchange Framework (DxF), addressing key issues such as implementation challenges, opportunities for improvement, and the collective efforts required to advance health and human services information exchange across California.
The session, attended by over 270 participants, spotlighted significant achievements like data exchange between qualified health information organizations (QHIOs) and growing interest from non-traditional providers, like community and social organizations. It also tackled persistent challenges related to governance, data quality, and validation. We believe these ongoing dialogues among experts from various health sectors are critical to shaping the future trajectory of information exchange in the state.

ICYMI: Manifest MedEx's 2023 Annual Report
Last month, we released our 2023 Annual Report to bring greater transparency to our strategic priorities, key achievements, the volume and quality of health data exchange that MX enables, and the impact our partnerships make in and across CA communities.
Key 2023 achievements included:
- An increase in the number of individual records securely exchanged on our health data network by more than 10% in 56 of the 58 counties
- An expansion of the number of individuals with a health record in our network by 8.5% to 38 million, and approximately 82% of our records include critical clinical data
- Seamless, secure delivery of an average of 1.6 million hospital admission, discharge, and transfer notifications and almost 6 million CCDAs per month — providing robust real-time information to coordinate care and improve outcomes
MX has also been working closely with the state to support Medi-Cal transformation programs, pilot new consent management initiatives, and help hundreds of organizations successfully participate in the CalHHS Data Exchange Framework.
As health data exchange continues to evolve, we thank you for being part of our vision for a vibrant and healthy California and our journey to achieve it! Hospitals Can Meet Data Sharing Requirements and
Get More Real-Time Patient Data With MX!
Hospitals can securely send and receive health data with Manifest MedEx to meet their data sharing requirements under the CalHHS DxF and the Centers for Medicaid and Medicare Services (CMS), save time, streamline care coordination, and improve care for their patients and the communities they serve.
As California’s largest nonprofit CalHHS DxF QHIO, MX helps hospitals share required electronic health information, including data elements in United States Core Data for Interoperability (USCDI) Version 2, with other DxF participants. Additionally, through direct integrations with the MX network and/or with the California ADT Network, a no-cost bi-directional acute and post-acute ADT exchange launched and operated by Manifest MedEx, we make it easy for hospitals to send ADT notifications as required by the DxF and CMS Conditions of Participation.
Hospitals also need a thorough picture of their patients’ health information to better address their needs, but patients often visit facilities and sites that use different EHRs than the hospital’s, many of which are not connected to national networks. With longitudinal patient records from MX Access, an easy-to-use web-based platform, hospital care teams can streamline Emergency Department (ED) throughput and optimize population health insights with patients’ medical histories aggregated from EHRs across the state, including recent encounters, a list of your patients’ providers, and lab results from recent doctor visits.

New Updates to MX Participant Policies
- Increased requirements for data sharing. We have included two new policies to align with the California Data Exchange Framework and the national Trusted Exchange Framework and Common Agreement (TEFCA) requirements
- Public Health. Specificity around Public Health: (1) role-based access PP-4 “Permitted Uses Of Data And The System” and (2) limitations on use of data: PP-18 “Physical Security” have been included to provide clarity around the public health use case in alignment with HIPAA.
- Transparency. Policy PP-7 “Opt-Out” has been updated to explicitly state that MX may initiate a review and validation of Opted-Out patients. Additionally, a description of the MX HEDIS look-back offering has been included in PP-16 “Data and PHI Access” as an explicitly permitted use case. Both updates are in response to a variety of Participant requests.
- Clarification and Clean-up. Minor edits have been included throughout to address areas where prior language either: (1) frequently resulted in questions from our Participants or (2) was no longer relevant, was redundant, or required grammatical or other similar corrections.
A redlined version of the updated Participant Policies is available at the above referenced link and will take effect as of December 1, 2024.
These policy changes help MX deliver on its commitment to provide Participants with secure, high value data exchange services that improve the health and wellness of Californians while avoiding any new required action on the part of Participants.

Our Advisory Committee helps Manifest MedEx (MX) understand the needs of its participants, align products, services, and policies with industry developments, and adopt best practices.
The committee acts as a voice for MX users, shares best practices, and proposes new products, technologies, or policy changes for MX consideration.

MX Welcomes New Participants
Manifest MedEx is delighted to welcome LaSalle Medical Associates IPA to our ever-growing network! Operating in several counties throughout Central and Southern California, LaSalle Medical Associates IPA has been recognized as one of the top online enrollers for the Healthy Families program for the State of California. LaSalle Medical Associates services more than 306,000 Californians and has many of their primary care physicians participating within our network.
MX has partnered with LaSalle Medical Associates IPA to address the growing need for the IPA to have access to hospital ADTs and medical records. In addition to accessing ADTs and clinical data, the NCQA DAV validated data for HEDIS® reporting available from Manifest MedEx will assist LaSalle with addressing quality measures.
Manifest MedEx looks forward to growing a strong partnership with LaSalle Medical Associates IPA, helping to enable better patient outcomes across California.
FHIR® Readiness Assessment Survey
Manifest MedEx is conducting a FHIR readiness assessment to help guide our efforts in ensuring that your organization's needs are met.
