MX Welcomes New Board Members!
Manifest MedEx is dedicated to advancing health equity, improving access to quality health data, and enhancing patient care coordination through the secure and seamless exchange of health and human services data. To support these goals, MX welcomes Francisco J. Silva, Esq., President and Chief Executive Officer of the California Primary Care Association (CPCA), and Krishna Ramachandran, Senior Vice President of Health Transformation and Provider Adoption at Blue Shield of California, to our Board of Directors.
As MX continues to accelerate data sharing across the state, we are thrilled to have Francisco and Krishna on our board! Their collective expertise and leadership in health advocacy, driving quality and value with an emphasis on collaboration, will propel MX’s mission to advance data sharing and build a digital health safety net that creates a healthier California for all.
MX Product Roadmap Quarterly Update
MX has now updated key reports to include SOGI information, including the Chronic Conditions Risk report, the Contact Information report, and the Health Equity and Social Drivers of Health report. This enhancement will allow you to better understand the gender preferences of your patients/members and to tailor your communications and services accordingly. If you would like to know more about these reports, please reach out to your Customer Success Account Manager.
New Reports Available
Manifest MedEx now provides Panel Processing Reports, upon request, offering comprehensive validation for each record in panels submitted by MX participants. These reports allow participants to understand which individuals on a panel fail to process into MX’s system and why, giving visibility to data quality issues that the participant can address to avoid gaps in data delivery or accessibility from MX.
Participants can receive two report types, both provided in CSV format: a summary-level report for an overview and a detailed line-item report for in-depth analysis.

Support County Health and Human Services Goals with
Real-Time Health Data from Manifest MedEx
Most counties today face challenges to getting the right digital health information, at the right time – and shared across the right entities – to support the health and well-being of residents through efforts like public health surveillance, behavioral health programs, and Medi-Cal transformation. Having critical real-time health data informs pro-active decision-making at the individual level to ensure a whole person care approach that incorporates social services. At the community level, accurate and timely population health data provides an understanding of the drivers of health disparities and informs initiatives to improve health equity and support healthy communities.
Here are some of the most common ways counties and public health jurisdictions are using or could use data from MX:
- Public Health Surveillance and Communicable Disease Management
- Achieve Behavioral Health Priorities
- Advance Medi-Cal and CalAIM Transformation Goals

ICYMI: New Updates to MX Participant Policies
- Increased requirements for data sharing. We have included two new policies to align with the California Data Exchange Framework and the national Trusted Exchange Framework and Common Agreement (TEFCA) requirements
- Public Health. Specificity around Public Health: (1) role-based access PP-4 “Permitted Uses Of Data And The System” and (2) limitations on use of data: PP-18 “Physical Security” have been included to provide clarity around the public health use case in alignment with HIPAA.
- Transparency. Policy PP-7 “Opt-Out” has been updated to explicitly state that MX may initiate a review and validation of Opted-Out patients. Additionally, a description of the MX HEDIS look-back offering has been included in PP-16 “Data and PHI Access” as an explicitly permitted use case. Both updates are in response to a variety of Participant requests.
- Clarification and Clean-up. Minor edits have been included throughout to address areas where prior language either: (1) frequently resulted in questions from our Participants or (2) was no longer relevant, was redundant, or required grammatical or other similar corrections.
A redlined version of the updated Participant Policies is available at the above referenced link and will take effect as of December 1, 2024.
These policy changes help MX deliver on its commitment to provide Participants with secure, high value data exchange services that improve the health and wellness of Californians while avoiding any new required action on the part of Participants.
